I have a big problem with the one sentence..to be honest I don't really know which one is correct. Maybe they aren't correct?

"Conditions and the empty course proceedings to secure claims" or "Premises and pendency of proceedings to secure claims"

I know that they are both strange sentences.
I believe that the first sentence is correct. It's down to whose judgement you trust more.
I have no idea...which one is correct?
