Good afternoon, first of all, let me thank you all for coming here today.
For these of you who don’t know me, my name is XXX. I study logistics at the university of Lodz.
So, the subject of my presentation is: Łódź Special Economic Zone S.A. Subzone Kutno, as a factor in the development of the city. I will be talking about the development of my hometown Kutno.
My talk should take only about 10 minutes. I have divided my presentation into three parts.
First of all I'll tell you something about Special Economic Zones, I will give general information about Łódź Special Economic Zone, and Subzone Kutno. After that I'll talk about Kutno (town?) and finally I'll describe the influence Subzone Kutno on the town.
There will be time for questions after my presentation.
Let's get started.
In this (first?) part of my presentation, I'd like to tell you about Special Economic Zones.
What is (a?) Scpecial Economic Zone?
A Special Economic Zone is a separate, uninhabited part of the country’s territory where business activity may be conducted under preferential conditions. Preferential conditions mean relief in income taxes.
Special Economic Zones were created, in particular, to:
• accelerate the economic development of regions
• create new jobs
• attract foreign investors to Poland
The first Special Economic Zone in Poland was established in Mielec in 1995, while the biggest expansion in terms of numbers of Special Economic Zones occurred two years later. Initially, the Council of Ministers created 17 zones but in practice only 15 were launched, and 14 still function today.
Now we come to next poin which is Łódź Special Economic Zone.
Łodz Special Economic Zone has been established on 15 April 1997 by the Council of Ministers. It is located in central Poland, and covers the area of 1,290 hectares. They issued over 218 of licenses to conduct activities in the zone, which created a total of 25921 jobs. Nowadays, Łódź Special Economic Zone is one of the most dynamically developing economic areas in Poland. One of the biggest advantages of the Zone is its location in the center of Poland . The location of the zone and its subzones is shown on the screen.
Lodz Special Economic has 45 subzones, one of which is Subzone Kutno. That brings us to next point which is Łódź Special Economic Zone, Subzone Kutno.
Subzone Kutno Łódź Special Economic Zone has been established in Kutno on August 22nd, 2001 to enhance new opportunities for investments. The Subzone of Kutno covers the area of 111 ha. This complex is located in the industrial area of Sklęczki, neighbouring with the national road No.92 and Motorway A1 which is in the distance of 1.6 km away from SEZ. Currently, the subzone Kutno operates 20 companies. The photo shows a view of the Subzone Kutno.
That’s all I wanted to say about Special Economic Zones. I’d like to summarize what I’ve said so far:
• A special economic zone is a separate, uninhabited part of the country’s territory where business activity may be conducted under preferential conditions.
• Łodz Special Economic Zone was established on 1997 and is one of the most dynamically developing economic areas in Poland.
• Subzone Kutno Łódź Special Economic Zone has been established in Kutno 2001 and operates 20 companies.
After examining this point, let’s turn to the next point which is Kutno town.
Kutno is a town located in Poland with 46,000 inhabitants. The town is situated in the center of Polish, about twenty kilometers from the geometric center of the country. By Kutno run important communication routes, both road - country road No. 92, A1 motorway and railway route linking Berlin and Moscow. Very good geographical position and development of the technical areas of the Łodz Special Economic Zone, makes Kutno is currently in the national forefront of investment attractiveness.
The main branches of industry in Kutno are:
• pharmaceutical industry,
• engineering and metallurgic industry,
• electronics industry
• transportation
• food industry
It is interesting to add that Kutno is the seat of the European Little League Baseball Center. In 1984, Juan Echevarria Motola, a Cuban living in Kutno, started teaching baseball to groups of young people. Therefore, a baseball section of "Stal Kutno" club was created. It is the biggest youth center of baseball in Europe.
That’s all I wanted to say about Kutno town.
Now we can go to the last part of presentation:
The influence of Special Economic Zone Łódź, SubZone Kutno on the local economy.
Special economic zones have a huge impact on the economy of the region where they are located. The data indicate that Special Economic Zone mostly affects the budget and unemploymeny. Now I'd like you to take a look at next slide which shows the number of unemployed in 2[tel]in Kutno.
As you can see from this graph the number of unemployed is systematically falling excluding year 2009 then we had the economic crisis. Over the years 2[tel]the number of unemployed people in the city fell by about 2,800 people. This happened because the city formed at this time about 2,000 jobs including about 1,000 in the newly created companies in a special economic zone. If you look at the bar chart, you will see that the highest decrease was in 2006 with a fall of 1195.
Let’s now move on to the next slide which shows revenues to the Kutno town budget (in millions zł)
As you can see fron this bar chart revenues to the budget also rising steadily. Over the years 2[tel]revenues increased by 69 milions zł. The highest increase was in 2010 with a rise of 17 millions zł. Bigger budget means more opportunities for the city and this bring us to next point which is The largest projects implemented after year 2001.

In the years 2[tel]was spent 267 million zloty on investments; including 118 million from the European Union. Investment expenses constitute 27%, which is a very high rate. The largest investment projects in Kutno in recent years include:
-Build aquapark Kutno, which ended in May 2012. The cost of construction amounted to more than 40 million. The city invested in the project nearly 34 million zlotys.
-The establishment in the city center of Theatre, Music and Dance. In the center there are concerts of famous artists and theater. The cost of the creation of the object is 4.7 million.
-Modernization of the Kutno House of Culture, which ended in 2011. The total project value exceeded PLN 14 million, and the city issued to this investment of about 8 million.
Well, that brings me to the end of my talk today. Before I stop I'd like to highlight 3 key points:
