Cześć! Mam pytanie co do pewnego sformułowania. Chcę powiedzieć, że do 2020 roku jakiś poziom musi być osiągnięty. Czy istnieje konstrukcja typu: "will have to have done"?
np. Poland will have to have reached the share of renewable energy in the whole energy production exceeding 15% till 2020.

lepiej 'by 2020'
a share ... exceeding 15% of total energy production

np,
Poland will have exceeded 15% share of energy from renewable sources in the gross energy production by 2020.

to znaczy 'zwiększy', a nie 'musi zwiększyć'
