w drugim hardly jest okresleniem podmiotu, a nie czescia 'ograniczajacego okolicznika', wiec tu nie ma prawa byc inwersji
z seldom inwersja jest rzadka i lepiej z 'anybody' niż z 'somebody'

ale nie taka rzadka, żeby jej nie było, gdy jej potrzeba ;-)

You might learn quite a lot about negative inversion if you tried to construe your first example with no inversion despite the fronted "seldom." How would you read out loud the sentence if there were (invisible) commas present after but and seldom?
