You and your tutor are utterly confused.
In (1), you are not trying to predict/assert in any way, shape, or form that it will rain/it will be raining tomorrow; in (1) you’re merely setting up your own plan for tomorrow, which is dependent on the weather:
“If it rains tomorrow” implies that the rain is an event that may/might happen tomorrow.
“If it’s raining tomorrow” implies that the rain may/might be happening tomorrow.
Compare:
It rains tomorrow.(no good)
It is raining tomorrow. (no good)
If it rains tomorrow, we stay home. (OK)
If it’s raining tomorrow, we stay home.(OK)
What do we do if it rains/is raining tomorrow? (OK)
Do you know if it rains/is raining tomorrow? (no good)
Now the difficult ones:
The forecast is fixed, and the weatherman says it’s raining tomorrow, so we’re canceling the hike. (OK)
