And to follow the above :
It’s a kind of , say locutionary vernacular parlary used jovially and humorously, a linguistic slangy “mutant” meaning that something is “sure as hell/can be/s**t” , in the bag , cert , cinch, def etc.
It’s ungrammatical and there’s no buts about it , much the same as “posilutely” which conveys the similar meaning. :) But what the heck ! I’m the greatest walking unschoolar .:)
Cloggy :
1) lumpy and knotty ?? as in “The most vulgar and cloggy hind-quarters that the heart of breeder can conceive.”
2)Sticky ?? as in “ The ale is good and cloggy”.
3)Full of clogging matter ?? as in “ Hair … cloggy with sweat and blood”
I think any figure of speech can be applied depending on an author imagination:)
