Jak poprawnie napisać, że ktoś ma np. dwa razy więcej czegoś niż ktoś

czy poniższe zdania są poprawne?
- She has twice as much money as he
- He has three times as many books as she

i czy można np. zastąpić przez coś takiego
- She has three times more money than he has
...as he is.
...than he has.

OK.

As an additional note:

Quote: "Note that a subject form without a verb (eg. as well as he) is unusual in this structure in modern English.", unquote. Micheal Swan, Practical English Usage, p. 70.

I would just say:

"He is more intelligent than her."
The verb may be left out with the structure with "than":

"He has more time than we (have)."

A very important note:

Quote, "When than/as is followed by he/she/it + verb, we normally keep the verb", unquote:

"You are stronger than he is." "His is not so strong as you are."

A. J. Thomson, A. V. Martinet, A Practical English Grammar, p. 39.
