“I used to play football” introduces an abandoned habit of yours. It answers the question “what sports do/did you play/have you played? The dominant idea in this sentence ) is sports you don’t play anymore.
Absent special prosodic effects, “I played football last year” focuses on the new piece of information: “last year.” “Last year” is, quite likely, the only reason for you to utter the sentence.
“I used to play football last year” would be (perhaps mildly?) schizophrenogenic for the hearer trying to figure out which of the two dominant ideas should dominate.
You could say, “I used to play football when I was a kid” or “I used to play football. The last time I played football was last year. Observe that in both cases “I used to…” implies “I don’t …anymore.”
