re- and nouns

Most of sources say prefix re- is only added to verbs, but it may not be true if we take reorganisation, reassessment, etc into consideration. Then can we use re- both with verbs and nouns?
Why not? Any reliable source say you can't add the prefix re- to nouns?
If we consider wiki to be reliable source, ...

It's not entirely accurate. 'Re-' combines freely with deverbal nouns, you got it there.
Sometimes it can even combine with an adjective to produce a verb like 'renew'.
'Time and order' prefix.
Having found out what deverbal nouns are, I can say it makes sense

organize -> organization
assess -> assessment
