These 'theres' from your link are different.
There are four rules..
There was a big explosion..
These are 'bare existentials there' followed by 'be' and an indefinite NPs.
They simply state the existence of something, that's why they're also called ontological.
'There begins a war' is a different existential because here this 'there' brings
something on to a discourse to draw your attention and they're less common and indeed more literary types. These are also called 'presentative'.
There're both dummy subjects or expletives grammatically here or whatever we call them
but semantically they're considered to have a different status.
'Here comes the rain' type may look similar and it does, yet again these are a bit different from
those existentials because first, they're exclamatory phrases with initial adverbials, and second,
they're not just to put the focus on that adverbial but most often to connect this adjunct referentially to a specific place.
Here comes the rain again/at last! - It has come HERE again/al last.
